DWR News Media Relations Policy

DWR has a strong tradition of providing factual, accurate and timely
information to the public through the news media. To maintain quality
and consistency in our public messages and assure that DWR's policies
and actions are accurately presented, this memo renews our policy commitment
to a factual and effective program of media relations.
DWR's public information policy is clearly stated in the Department Administrative
Manual (Sections 2110, 2120 and 2121). A fundamental of our policy is
full public disclosure on DWR's policies, programs and actions except
when law or ethics require confidentiality.
DAM Section 2110 requires that when a Department employee speaks to a
member of the news media, a memo briefly summarizing the media contact
must be sent to the Director within 24 hours, with a copy to the Chief
of the Public Affairs Office (PAO).
The Public Affairs Office is responsible for coordinating DWR's media
contacts and relations, and for developing, reviewing and distributing
news releases, and other messages for media and public use. This responsibility
includes review and approval of DWR publications and Web sites accessible
to the public.
To foster public understanding of water issues, DWR strives to be factual,
accurate and timely in addressing water issues within its jurisdiction.
To initiate a news release or message for media use or public education,
contact the Public
Affairs Office, acting through your supervisory chain and the appropriate
Deputy. To assure accuracy, PAO clears news releases with appropriate
program officials and Deputy Directors.
If you become aware of newsworthy events or activities that may be developing
in your area of jurisdiction or program responsibility, promptly inform
the appropriate Deputy and PAO. Whenever feasible, notify the Deputy and
PAO of impending newsworthy developments before they occur.
In dealing with the media, DWR officials will be prepared, factual and
accurate. Be brief and precise in your answers but take the time to provide
perspective on your program if the reporter is not familiar with it. Avoid
speculation and conjecture. Deal only with topics within your jurisdiction.
Refer reporters to appropriate other sources if questions relate to topics
beyond your area of knowledge or responsibility. If the questions move
from your area of program responsibility into politics, controversy or
legislation, secure the assistance of a DWR Information Officer.
