Deadline Closes for Early Implementation Project Applications:
Seven applicants for early Prop 1E and 84 funds

Sacramento - The Department of Water Resources (DWR) has received seven grant applications for Propositions 1E and 84 funding of early implementation projects.

The applicants meeting the May 1st deadline propose early funding for State-Federal Flood Control System Modification Projects in Lake, Sacramento, Sutter, Yolo and Yuba counties.

The early implementation projects are part of FloodSAFE California, a strategic initiative to maximize Proposition 1E and 84 bond funds to reduce flood risk to Californians, develop a sustainable flood management system for the future, and lessen the consequences of floods when they do occur.

The application selection process, now underway, consists of two steps. First, the applications will be reviewed to determine if they meet all of the applicable eligibility criteria and to determine local cost-share requirements. $200 million is proposed in the Governor’s Fiscal Year 2007-8 budget for early implementation projects. Should the state share of funding for all qualifying applicants after step one exceed $200 million, preference will be given to projects that provide the highest flood protection benefits and best demonstrate readiness to proceed.

Second, in late May 2007, remaining qualifying applicants will be advised of their cost share requirements. They will then be required to demonstrate their financial capability to meet those requirements before project selection will be made. The final selections, subject to appropriation of funds, are expected to be announced in early July, 2007.

The applicants are:

  • Lake County, Middle Creek Flood Damage Reduction and Ecosystem Restoration Project
  • Levee District No. 1 of Sutter County, Lower Feather River Setback Levee at Star Bend
  • Reclamation District 2035 (Woodland), Conaway Ranch Floodway Corridor Project
  • Reclamation District 2103 (Wheatland), Bear River North Levee Rehabilitation Project
  • Sacramento Area Flood Control Agency, Natomas Levee Improvement Program
    (NLIP) Early Start Program
  • Sacramento County, Howe Avenue Pump Station Improvements
  • Three Rivers Levee Improvement Authority, Feather River Setback Levee


The Department of Water Resources operates and maintains the State Water Project, provides dam safety and flood control and inspection services, assists local water districts in water management and water conservation planning, and plans for future statewide water needs.
